Poor argument since same thing could be said about an HK based FO on BPP...
poor response since the Hong Kong based FO is NOT likely to defer his command for the benefit of remaining on the base.
The Base blockers are simply hanging around till they are senior enough to get a command slot ON THE BASE, thereby blocking other guys from getting a base, as well as taking up a bypass pay "slot".
If you don't want command, you lose????
