I do have a POH for a PA28 and if you look at approach and landing you checks you fly the approach with carb heat cold i.e. not selected.

The carburretor is located in a hot area of the engine and not susceptible to icing

That's the aircraft manufacturers recommendations and CAA advise that only aircraft manufacturers checklists should be used.
