Dan,
Many airlines have a "two part" before take-off check list. The second part being defined by a line . The reason for this is to get as much of the before take off items done, and saving a few items for the last minute, i.e WX radar, auto throttles and transponder.
So, while your taking the active runway for take off, we do the final items, or just say "below the line".
