Dubai may need help from Abu Dhabi and the United Arab Emirates government to finance a surge in borrowing that paid for building the world’s biggest man-made islands and stakes in banks and companies worldwide, Moody’s Investors Service said in a 13 October report. The collapse of global credit markets that cut access to new loans sparked fears some Dubai government-owned companies may default on repayments.
