Answer the question if you want to have any credibility, which institutions have so indicated?

Nobody believed for a second that O'Leary would honor his "guarantees". This has just formalized the state of play.

I share Camel's opinion, O'Leary is leading FR on a commercially suicidal venture. He's spending resources FR can ill afford on whats looking increasingly like another failure. FR's CX is being reported as a liar, no a big liar. He's being shown to have made serious errors of judgment and the awaited company figures are reportedly dire. He's invested so much of his own credibility in this venture he can't or is incapable of backing down but whats unforgivable is he's showboating with other peoples money.

That is the real state of play although there are many more scenes in this second act.
