For making PDFs, the first choice would be the Adobe Acrobat, although it may be a bit pricy but its 100% guarantee it will do what you want. The second, are freeware PDF makers, first from Google search is Primo PDF :

Don't know how good it is, but it's free, and making PDFs from pictures shouldn't be a problem. Probably like in Acrobat, just chose option to make one from multiple files, select those you want (remember to name them with noumbers in correct maner) and click "create".
