You find the actual rules for certifying at the EASA home page. The JAR 27/ JAR 29 are quite identical to the CS 27 / CS 29.
The JAR 29 is for Helos of 20.000 lbs and/or more than 9 pers. capacity
The JAR 27 says if Your Helo is heavier than 7.000 lbs than take another JAR/CS for certification - and that is JAR CS 29....
