Question Right Of Way-airships?

a useless question indeed, but-
Bristol's book says, power driven heavier than air aircraft shall give way to airships, gliders and balloons.
airships shall give way to gliders and balloons
gliders shall give way to balloons
power driven aircraft shall give way to aircraft seen to be
towing other aircraft or objects.

then in a list off to the side, they show flying machines towing
anything as giving way to airships.

and bristol's text is verbatim the same as pooley's.

but the snag is, in oxford's book they give a chart that splits
power driven aircraft into heavier than air and lighter than
air-in which falls the airship-a lighter than air-power driven
aircraft.

so when the text says, power driven aircraft, (not stating
heavier or lighter) shall give way to towing aircraft,
would that not mean that airships must give way to towing
aircraft??
