Your CFP should and your ATS FPL has to have FIR boundry times. If your CFP does not generate these, then you need to speak to your CFP provider
. Many areas have large FIRs which ignore national boundries, West Africa in the ASCENA area is a good example, National authorities still want the boundry times for the granting of non-scheduled ops permits etc.
