The problem for pilots arises when it changes, not when it is steady
The problem arises when it changes
relative to the aircraft. What it is doing relative to the earths surface has no bearing on the aircraft. One way of
detecting the fact that it is changing is the reationship between airspeed and groundspeed, but, answer me this, could you safely do an approach based on groundspeed only, with no reference to airspeed and therefore no knowledge of the winds velocity?
