- and that, in my book, is correct. If the approach is correctly flown, it matters not too much what speed the a/c is flying BEFORE touchdown as it is only the energy AT touchdown that affects landing roll, and therefore
that should be correct, I.E. reducing to Vref in the flare and Vref-5 (or as directed) at touchdown.
That will go 99.9% of the way to guaranteeing a safe stop, although as someone else has pointed out, your 'limiting' runway generally allows a 15kt overspeed on those figures. NB NOT a 15kt 'target', just a buffer!
