Make sure to contact the Nigerian CAA/DCA to ask them about conversion of her FAA CPL/IR .They might need to see the full licence (not temporary one) and logbook stamps , extra exams might be required , local medical ....
I don't know nigeria but in a number of other African states the requirements for citizens and expats can be quite different .She'll probably be OK with low time .Having said that , gaining some experience is always profitable as well.
