Satellite operation has two meanings:
a. Training takes place from base A and flights are conducted to base b. It is then expected that the flight will return to the main base A.
b. When a FTO requires two operating bases, one being a "satellite" operation, the full documentation and approval requirements have to be met at both locations and two sets of fees paid.
