Just to clarify - this is the definition taken from ANO Article 155
'Congested area' in relation to a city, town or settlement, means any area which is substantially used for residential, industrial, commercial or recreational purposes;
To me that covers the Lea Valley, and obviously any parks, school fields etc that may be available.
