What
legal responsibility do you have in mind?
Is it your belief that the
law requires an aircraft commander and/or everyone to report to the police any offence he/she sees committed?
(Underlining to avoid confusion with any moral obligation someone might feel.)
You'd involve the police if you witnessed an illegal act in public, wouldn't you?
