Van Gaever is now throwing his toys out of the cot, saying that if he doesn't get an AOC and OL this week he'll cancel the project. Of course, he's not actually eligible for an AOC or OL until he fulfills the statutory requirements - including submitting a business plan, which as LGT said he still refuses to do.
