Victoria, along with NSW, Queensland, South Australia and the ACT introduced it in 1971. Not sure of the actual day it commenced each year though. I actually remember cursing it in the mid-70s when I was doing my HSC exams - it just seemed to prolong the day/heat in my mind and made evening study even more difficult than it already was.
