OK, what about placing an order for 10,000+ ltrs up front before the 1st Nov, then, getting it delivered to home on a call off basis of say 200 ltrs a month, and paying monthly for the ammount used? Would the fact that the order has been placed before the deadline expemt it form tax as you are entering into an agreement for supply before the deadline?
Don't know... but something like this happend when VAt was introduced on electric and gas.
