That amount sound very low to me.
Theoretically possible with a Part 141 course of training for which only 190 hrs are required.
It will mean most of your time in Cessna 150/152, private, Instrument and time building. Minimum required hours for PPL and IR which is very unlikely and the minimum amount of ground school.
You need a financial buffer if you need more hrs, if you don't plan budget +20% you will have to drop a rating at the end if you overfly the PPL or IR.
