There is no frozen ATPL in Europe either.

Basically just a CPL/IR, ATP written completed, and still waiting for 1500 and 500 multi-crew?
Why do they insist on calling it frozen ATPL instead of CPL, ATP written completed?
Could an FAA CPL, with ATP written completed, 1500 and all the PIC time required, under the age of 23, be entitled to describe themselves as "frozen FAA ATPL?"
