Pink panther, the answer is no that charter flights cannot take place without the correct AOC unfortunately it seems to happen quite a lot here in the UK and I also understand it happens in Ireland and the rest of Europe particularily with jets, I also believe that a few G reg helis that have crashed in the past are in this category and also the recent EI helicopter is also under investigation.
