My 2cents worth...
I don't think it's going to make a big difference whether you head there with or without an IR. With your TT, you will be put on the C210 which is operated VFR, it's a SE anyway.
You'll only need an IR if you are for staying a long while and consequently get promoted to twins. Those positions are hard to score, it's mainly because of the politics. Unless things have changed...
I'm wondering......since you have a job in Oz, why the move to a 3rd world country? Not that it's a bad place to fly but I can assure you, there will be things that will raise your eyebrows....
