The LHR base is tiny and was the subject of an attempt to close it a few years ago. As for scaring more senior crew to take the package due to less transatlantic flying... there are fewer alternative jobs out there. Most of the crew flying now AREN'T flying 20+ years. A decision to take any redundancy package is based on personal financial situations, not whether there is lots of longhaul flying available.
