Flying clothing should be worn only
'Should' is merely a recommendation in current parlance. If they don't want to allow people to wear No 14 Dress (or whatever it's called nowadays), then the wording would be '
shall be worn only'....
As for the boat people, perhaps the only reason they like to change so many times per day is in order to admire each other in the showers....
