I think you are confusing the conversion of the K Hercules from imperial to metric units with the earlier decision (GW1 buildup ) to require all cargo to be manifested ( by the consignor ) in kilograms. It would then need converting for weight and balance purposes for the Herc Given the intense pressure the system was under at that time this was an additional burden it did not need. The 'inevitable' happens when an item of cargo is recorded as X pounds when it is in fact X kilos. I need not labour the point !
