But here there is some English language confusion?
A conversion and a validation are not the same?
A conversion implies that you get one book and rights for another, - an exchange almost.
A validation is the right to fly in a country using a foreign licence but only for the duration of the foreign licence and only within it is limitations.

So what is meant by what?
