Many airports operate such a system if the wind is 5kt or less, I suppose I should have included that and most operators find it perfectly acceptable.
I don't work at or have anything to do with Manston but anyone with any significant experience at a professional level in airports knows what makes them tick and equally what makes them come to a standstill.
