Actually that list was well overdue. As the Chinese management said at the time. They agreed with what was being asked. Items on the list were common sense and safety issues that would be addressed in a timely manor in a "Western" school. However it's painfully obvious that the management wanted to be calling the shots and not the "Foreigners".
What will be interesting is who will own Panam or it's assets in the next few months.
AIG or Air China. Would Air China still want the Foreign instructors? If so, at what price? ICAO English is about to become a big issue very soon. A lot of the students at the academy now can hardly put 2 words of English together. So there will be a number of different factors that will shape future developments in Chinese Aviation.
