After taxi out, a flight control check has to be made, this is usually accomplished with flaps in T/O configuration to check operation of not only primary flight controls but spoilers as well. Can any MD80 pilots confirm this. Was not only the flight control check ignored, but also the before take-off check list mishandled and the crew failed on 2 seperate conditions to ensure proper configuration before T/O.
