It's hardly xenophobic to expect someone who wishes to gain Canadian citizenship to actually wish to become Canadian!!! It's also worth dadster knowing that only time spent in Canada, and paying Canadian taxes (on housing allowance as well as salary), will count towards citizenship. He could easily lose permanent residency if he isn't actually there.
