You'll find that most of your answer is in
CAP 382. If you declare a MAYDAY or PAN it falls within the MOR scheme and needs to be reported - I can't remember the rules for who reports what but it's in the book. MORs that go to the CAA are generally shared with AAIB so they'll get to know about it.
