Rates in proprtion to ground time? A bit like Breakfst Lunch and Dinner rates, as were in place until about ......2 years ago when JPA occured? The answer would be to not draw money from the FSI, buy your own food etc then claim it all back on a regular JPA expenses claim IAW JSP 752 which mentions nothing about reduced ground time (>5hrs in one location= a full days entitlement.)
