Not to be a semantic pedant, but I think "mitigate" would be a more accurate description.
A Delta MD88 had a UEF on the ground which killed passengers by shrapnel. And the 767 that was actually destroyed by one, on the ground. Depending on the failure mode, there really is no predicting where the bits will go and what damage they will do. Pods are designed to withstand a certain level of explosive force, but I wouldn't say they do so to a
minimum.
