I think you will find that 500hrs is required to hold a CPL or to operate as PIC in PNG.
IFR rating would be a must for all companies except NCA but for your own safety I wouldnt go to PNG with out 1. Plus 1 day I'm assuming you would want to operate as a Captain.
There use to be acouple of other companies out of Hagen that operate BN2 c207 BE58 etc but careful they may not have an AOC
