In defence of BA SOPs (yes, I know.....), there is (or was up to 2004) no requirement to wait until 'minima' to hand over in that situation. In fact, hand-over of control to PNF at 10mins before TOD, visual with airfield, and crying "I have control" 3 seconds later would have satisfied the SOPs in my day
