As people above have said, HND is primarily for domestic flights only. The only current international flights are:
HND-SHA (Hongqiao)
HND-GMP (Gimpo)
HND-HKG
Airlines involved are: JL/NH/KE/OZ/FM/MU (I think...)

Additionally, other irregular charters and Government flights are permitted.

All flights are operated as scheduled charters. Just a government formality as regular scheduled international flights are not permitted from HND (and SHA, GMP I suspect).

Once the new D runway (to the south of the current airfield) opens (along with the new international terminal) there will be expanded international ops from HND.

AirAsiaX is going to the new Ibaraki airport north of NRT, not HND AFAIK.

As it currently stands, they won't even process a diverted flight in HND. The authorities make everyone stay on board until NRT (or wherever they were going) is available again. Crazy!

Still....there's light at the end of the tunnel!
