B737 TOGA Party

Shockingly tedious post no 2 I'm afraid, however does anyone know where it is written that the take off performance for a B737 300-500 assumes that TOGA is pressed within 2 seconds of the engines stabilising at approximately 40%.

I seem to remember it (GECAT ?), but cannot find it in the company manuals.
