Do GPS manufacturers (of all ilk) have a 'licence' for their/a particular chip that decodes GPS for use!? ... hmmm, and the cost of that 'licence' (access/decode) is paid how and by whom
... here is a hint ... the once off cost of purchase by consumers of said device would include ... ermmm well, the cost recovery by manufacturers to licence the GPS chip in the first place!
