you can't do a full JAA fATPL in America, an instrument rating has to be done in a JAR land. so no matter what some conversion is needed.
there are only four CAA approved modular schools (for CPL) in USA they are Ormond beach, Orlando Flight Training, Naples air centre and European Flight Training.
If you wish to go integrated, I believe there are a couple of other choices, approved by other JAA countries
Outside of USA you have moncton in Canada for modular and Western Aviation college in Australia offer JAA integrated.
