Reference the recent SARH delay being due to 'incompetence of the IPT'. I think that they are in the clear on this one and you might need to look much higher up the food chain(s) for the culprits!!!!!
Max, the inference then is that the bids have been scrutinised by the IPT and their recommendation has been passed up the chain? Would that be the MOD, MCA, DfT or higher where the delay has occurred?
