JAA ATPL ground school Yes or No

I have a question for all, is the JAA ATPL mandatory for the holder of an ICAO ATPL. There is a disclamer on the package i recieved from PPSC saying "The ATPL groundschool is mandatory for all with the exception of those who hold an ICAO ATPL or military Pilots". I'm wondering if this is true?
