I don't see why they couldn't offer VR while they are recruiting. If it's voluntary, then there really should be no issue with it considering it's an option. With the $$$$$ compensation payout that QF are receiving from Boeing due to the late arrival of 787, this gives them a nice sum of money to use for some redundancy payouts. Besides, i think some crew will be lining up to take the offer...
