Since the concept of RVSM relies on the accuracy of equipment then the safe and perhaps 'logical' suggestion would be to apply 2000' for any flights above FL280 (for non-RVSM). FL290 is the first available FL in RVSM but FL280 is the last available non-RVSM level and therefore anything above must comply to RVSM standard?
