Bit of a "grandfather clause" here as far as CASA are concerned. The original FAA and Aus Metro 23 Certification was based on the older Metro II's and III's, which were under 5700kg. The authorities effectively considered it as the same aircraft, just better performing (ie greater MTOW) and dramatically improved systems.
Similar situation with the BAE Jetstream's I believe.
