Yes, they do. Ryanair has been doing this for ages (if you ask the website to disclose what "taxes" is, you can see the surcharge). In Spain they do it as well. Clickair shows it to you at the end of the booking process. All the LCCs I travelled with / I know charge this amount and write it separately: EasyJet, Ryanair, MyAir, Clickair, Windjet...
