Look on the brightside mate, if it's his first time writing them, you can always help/advise/assist etc to make sure he gets it right. And remember, things could be worse - you could have my 1RO!

He doesn't believe in individuals building up and maintaining reporting profiles. So each year, he gets his OJAR/SJAR handbook out (yep, the one that came out when OJARs first appeared on the scene), and compares every last letter in the handbook to how he believes you have performed. No lattitude, no scope for variation from the handbook, and no possible way of guiding him to make sure that he doesn't undo several years of hard work in previous reporting periods. In fact, having been in post for the bare minimum time for a report to be written, I did offer to let him have a copy of my last report - something which all my other ROs have asked for when writing reports - only to get a blank look back and a "why would I want that?".

Not sure about the USAF promotion rates, more like .95 success round here
