Is this what they wanted?

The cynic in me says that this result is not really what Dick and others publicly highlighting Avalon's airspace configuration wanted.

I suspect that Avalon only got an airing in order to demonstrate to Airservices/CASA that the Class D towers at Albury/Tamworth etc were overserviced.

None the less a new office in CASA was established, a relatively transperent process followed and decision regarding Avalon made.

One has to wonder, though, whether pre NAS the same outcome could be achieved with a lot less bureaucracy and cost.

Actaurus, I have only had a brief read of the report but the summary of incidents in the appendix showed to me the majority of incidents were in the surrounding airspace. An approach control service would mitigate these risks as opposed to an aerodrome control service (tower/SMC).
