I went for a flight in a Trike style UL out of Nad Al Sheba a few weeks ago. This was being done by the Micro Aviation Club (

Apparently, they are setting up a school at Um Al Quain and should be operating now.
Jazzera Flying Club fly off a field in Ras al Kama and fly powered parachutes and four axis Ultra Lights.
