An obs pass for a pilot place/pass has not been needed since 1 Nov 06, however, it's pretty unlikely that that you'll achieve a 130 pilot score without passing for obs.
Obs skills are now more highly rated in the pilot scores profile. This reflects the fact that, with the withdrawal of the ASW SK, most RN pilots are now in single pilot aircraft.
