The UK is unfortunately pathetic for promoting flying. On a recent visit to the US, I went to the local FAA office to get my airman permit on a UK licence: it was done in five minutes for no charge, and they post the permanent card to your home address for free. Aside from that, they have more airstrips per sq. mile than anywhere else in the world pretty much, coupled with low fuel prices, and clubs which don't rip you off. $50 wet for a C152. Somebody should sort this country out, and stop Brown's penny-pinching.
